An Act to Establish the Premium State Military and Its Branches
SECTION 1: SHORT TITLE
This Act shall be known as the "Premium State Military Establishment Act."
SECTION 2: ESTABLISHMENT OF THE PREMIUM STATE MILITARY
The State of Premium shall establish its own military forces, including the following branches:
  • Premium State Air Force
  • Premium State Army
  • Premium State Navy
The Premium State Military shall be tasked with ensuring the defense, security, and strategic interests of the state, as well as supporting international peacekeeping and humanitarian operations when required.
SECTION 3: CONSTRUCTION OF MILITARY INFRASTRUCTURE
In order to fulfill its mission, the State of Premium shall undertake the following military infrastructure projects:
  1. Air Force Bases: The construction of multiple Air Force Bases throughout the state to support strategic operations, training, and readiness.
  2. Navy Fleet: The establishment of a robust and modern Navy Fleet, capable of protecting the state's maritime borders and supporting national defense interests.
  3. Navy Base: The construction of a Navy Base to house and maintain naval assets, facilitate strategic operations, and serve as a hub for the state’s naval operations.
SECTION 4: FUNDING AND RESOURCES
The state shall allocate necessary resources and funding for the establishment, maintenance, and operational readiness of the Premium State Military, including air, ground, and naval forces, and the construction of necessary infrastructure. A portion of the state’s budget shall be dedicated to these efforts on an annual basis, with specific allocations made for the construction of Air Force Bases, the Navy Fleet, and the Navy Base.
SECTION 5: COMMAND STRUCTURE AND OPERATIONAL AUTONOMY
The Premium State Military will operate under a unified command structure. All State Military will report directly to the Governor of Premium. The military will function with full operational autonomy, subject to the authority of the Governor and the State Legislature.
SECTION 6: TRAINING AND DEVELOPMENT
The State of Premium shall develop a comprehensive training and development program for its military personnel, ensuring high standards of readiness, leadership, and defense capabilities.
SECTION 7: EFFECTIVE DATE
This Act shall take effect immediately upon passage.

Subject: Demolition of Old State Capitol and Construction of New State Capitol
In a historic step toward advancing the State of Premium, the government has authorized the demolition of the old State Capitol building. The decision comes as part of our commitment to modernization, growth, and creating a more efficient government infrastructure.
Simultaneously, plans for a new State Capitol have been finalized, designed to meet the needs of a rapidly growing state and provide a symbol of our forward-thinking vision. The new Capitol will feature state-of-the-art facilities, enhanced accessibility, and sustainable design.
The demolition and construction process will begin (08/15/2024), with the new State Capitol expected to be completed by (02/01/2025). During this time, government functions will temporarily operate remotely.
The state is excited to embark on this new chapter, reinforcing our dedication to innovation and progress.

An Act to Establish the Official State Slogan of Premium
SECTION 1: SHORT TITLE
This Act shall be known as the "Premium State Slogan Act."
SECTION 2: ESTABLISHMENT OF STATE SLOGAN
The State of Premium hereby establishes the official state slogan as:
“Premium: A State That Leads, A Future That Thrives.”
SECTION 3: PURPOSE AND SIGNIFICANCE
The slogan reflects the state's commitment to leadership, innovation, and sustainable growth. It embodies the spirit of progress, resilience, and the state’s dedication to shaping a thriving future for its residents and businesses.
SECTION 4: IMPLEMENTATION
The official state slogan shall be displayed on state websites, government documents, public spaces, promotional materials, and at events representing the state, effective immediately upon the passage of this bill.
SECTION 5: EFFECTIVE DATE
This Act shall take effect immediately upon passage.

An Act to Establish New City Boundaries and Expand Urban Development in the State of Premium
SECTION 1: SHORT TITLE
This Act shall be known as the “State Expansion and City Development Act.”
SECTION 2: ESTABLISHMENT OF NEW CITY BOUNDARIES
The State of Premium shall initiate a comprehensive project to draw official city lines across the state, defining new urban boundaries to accommodate future growth and enhance regional governance.
SECTION 3: CREATION OF NEW CITIES
As part of this initiative, new cities will be established to promote economic development, improve local governance, and ensure equal access to state services. The first phase of city creation will focus on cities around the Capital city of Copel, with new city governments to be established immediately upon completion of city lines.
SECTION 4: TIMELINE AND IMPLEMENTATION
The project will begin immediately, with city lines and new cities slated for completion within 2 years.
SECTION 5: EFFECTIVE DATE
This Act shall take effect immediately upon passage.

An Act to Establish a Museum for the Premium and Trumpland Civil War
SECTION 1: SHORT TITLE
This Act shall be known as the “Premium-Trumpland Civil War Memorial Museum Act.”
SECTION 2: ESTABLISHMENT OF THE MUSEUM
The State of Premium shall create a museum dedicated to the history and legacy of the Premium and Trumpland Civil War. This museum will serve as an educational center, preserving artifacts, documents, and exhibits related to the conflict, and honoring the sacrifices made by those involved.
SECTION 3: LOCATION AND DESIGN
The museum shall be located in an outskirt city from Copel (City to be added to this document once City is established), with plans for construction to begin immediately. The design will incorporate both historical accuracy and modern exhibition techniques to provide an immersive experience.
SECTION 4: FUNDING AND TIMELINE
Funding for the project will be sourced from state allocations, private donations, and grants. The museum is expected to be completed and open to the public within 1 year.
SECTION 5: EFFECTIVE DATE
This Act shall take effect immediately upon passage.

Bill #6 (01/29/2025)

1. Flag at Half Mast Protocol
The state flag will be flown at half mast under the following circumstances:
  • Premium Governor Injury: If the Premium Governor is injured, the flag shall remain at half mast until the Governor has fully recovered and returned to their duties.
  • Premium Governor Death: If the Premium Governor passes away, the flag will remain at half mast until a new Governor is appointed to office.
  • Premium Involvement in War: If the Premium is involved in a war, the flag shall be flown at half mast for a period of 30 days following the conclusion of the conflict.
2. Flag Positioning
  • The state flag shall always be flown higher than any other flag, except for the National flag.
  • When multiple flags are flown together, one of the Premium flags must always be positioned higher than the others, unless the National flag is also being flown.
  • Any Premium flag that is dropped and falls on the floor must be burning. The Flag must be turned over to the Premium Military who will dispose and burn the flag properly and ceremonially. 
3. Business Flag Display
  • Approval Required: Businesses must obtain prior approval from the state government to display the state flag on, at, or within their premises.
  • This requirement does not apply to ordinary residences or private homes.
4. Compliance with Half Mast Protocol
  • Both businesses and government buildings must adhere to the Half Mast Protocol as outlined in section 1 when applicable.
5. Legal Enforcement and Violations
  • Failure to Adhere to Flag Protocol: Any individual, business, or entity that fails to comply with the established flag protocols, including improper display or non-compliance with the Half Mast Protocol, is subject to legal action. The Premium government reserves the right to file lawsuits to ensure adherence to these rules.
  • Unauthorized Flag Variations: Creating or displaying variations of the state flag without prior approval from the Premium government is strictly prohibited. Any unauthorized modifications or use of the flag design is subject to lawsuit by the Premium government.

The City Establishment Bill of 2025
State of Premium

Preamble:
In recognition of the growing needs of the State of Premium and its continued expansion, this bill establishes a series of cities within its territory to foster development, governance, and cultural identity. These cities shall serve as key centers of activity and governance across the state.


Section 1: Establishment of Cities
The following cities are hereby officially established within the State of Premium:
  1. Agarwood
  2. Archland
  3. Arcus
  4. Arion
  5. Azamont
  6. Birksley
  7. Copel (Capitol City)
  8. Epodius
  9. Kenzel
  10. Larkindale
  11. Orlan
  12. Pendilor
  13. Rayton
  14. Tilan
  15. Zaron

Section 2: Governance
The city of Copel is designated as the Capitol City and will serve as the political and administrative heart of the State of Premium. All other cities will maintain local governance under the authority of their respective mayors and councils, ensuring the continued prosperity and well-being of their communities.


Section 3: Effective Date
This bill shall take effect immediately upon passage, with the formal recognition and designation of the cities as established by the State of Premium.

The Official Flag Establishment Bill of 2025
State of Premium

Preamble:
While the State of Premium has long flown a flag to represent its values and unity, no formal legislation has been enacted to establish the official design and meaning behind this symbol. This bill aims to officially recognize and codify the flag of the State of Premium to ensure consistency, pride, and identity for all citizens.


Section 1: Establishment of the Official Flag
The flag of the State of Premium is hereby officially established as the symbol of the state. The design, colors, and elements of the flag will represent the core values and aspirations of the people of Premium.

The official flag design is attached above for reference.

Section 2: Display and Usage
The flag shall be used in all government buildings, official events, and representations of the State of Premium. It shall be flown with respect and reverence, symbolizing the unity, heritage, and future of the state. Refer to Bill #6 for Flag Code. 


Section 3: Effective Date
This bill shall take effect immediately upon passage and the formal recognition of the flag design as the official flag of the State of Premium.

Official Seal Establishment Act

Section 1: Title
This document shall be known as the Official Seal Establishment Act of the State of Premium.


Section 2: Official Seal
The official seal of the State of Premium is hereby established as the official emblem of the state government, to be used for all official documents, proclamations, and state representations.


Section 3: Representation
The image of the official seal is attached to this bill and shall be the legally recognized insignia of the State of Premium.


Section 4: Usage
The official seal shall be used exclusively by authorized state entities and may not be reproduced, altered, or used for unofficial purposes without the express permission of the state government.

Section 5: Implementation
This Act shall take effect immediately upon its passage and approval by the appropriate state authorities.

State of Premium
Official Historical Capitol Preservation Act
Section 1: Title

This Act shall be known as the "Historic Capitol Preservation Act."


Section 2: Purpose
The purpose of this Act is to ensure the preservation and protection of the land and structures located within the following coordinates: [Insert Coordinates]. This site holds significant historical value as it was the original Capitol building of the State of Premium and the location of the first presidential inauguration of The Confederation.


Section 3: Preservation Measures
  1. The designated land and structures shall be officially recognized as a protected historic site under the jurisdiction of the State of Premium.
  2. Any modifications, demolitions, or commercial developments that would compromise the integrity of the site are hereby prohibited.
  3. The State of Premium shall allocate funding for the maintenance, restoration, and security of the site to ensure its preservation for future generations.
  4. A Historic Preservation Committee shall be established to oversee conservation efforts, coordinate with historians and preservationists, and ensure compliance with preservation standards.

Section 4: Implementation
This Act shall take effect immediately upon passage, and the necessary funds shall be appropriated to ensure its execution.

SECTION 1. SHORT TITLE
This Act shall be known as the Premium Border Security and Innovation Act.
SECTION 2. PURPOSE
To enhance the security and sovereignty of the State of Premium through the construction of a new border wall, the replacement of aging infrastructure, and the research and development of advanced water-based border security solutions.
SECTION 3. AUTHORIZATION OF BORDER WALL CONSTRUCTION
(a) The Premium Department of Infrastructure and Security (PDIS) is hereby authorized to oversee and execute the construction of a new border wall, replacing existing structures with advanced materials and technology to ensure long-term durability and effectiveness.
(b) The wall shall incorporate modern security enhancements, including but not limited to surveillance systems, fortified materials, and adaptive defense measures.
SECTION 4. RESEARCH AND DEVELOPMENT OF WATER-BASED BORDER TECHNOLOGY
(a) A research initiative shall be established under the Premium Institute of Engineering and Defense to develop and implement water-based border fortifications where natural bodies of water define the state’s boundary.
(b) This initiative will explore structural innovations capable of withstanding environmental factors while maintaining border integrity.
SECTION 5. FUNDING ALLOCATION
(a) The State Treasury shall allocate the necessary funds for the design, construction, and research initiatives outlined in this Act.
(b) Additional funding may be secured through grants, partnerships, or other lawful means as determined by the Governor and the General Assembly.
SECTION 6. IMPLEMENTATION AND OVERSIGHT
(a) The Governor of Premium shall appoint a Border Security Task Force to oversee the implementation of this Act.
(b) The Task Force shall report progress and findings to the General Assembly on a quarterly basis.
SECTION 7. EFFECTIVE DATE
This Act shall take effect immediately upon passage and approval by the Governor.
